Colourwise holds no PPG Paints colour data — no names, no codes, no digital values, no LRVs. The most interesting case, and the one worth revisiting first. PPG deliberately distributes a structured RGB and LRV file to designers, which is real evidence of intent to have the data used — and the download page carries no licence restricting it. But the site-wide legal notices govern, and they limit use to personal or internal business purposes, exclude anything contrary to PPG's commercial interests, and forbid copying content onto any other website. Publishing the file's contents as a public catalogue is squarely outside that. The gap between what PPG hands out and what its lawyers permit is the whole finding.

"The Content displayed on the Website may not be used, copied, reproduced, republished, uploaded, posted, transmitted, distributed, or otherwise modified"; limited permission covers "personal or internal business use and not for any purposes contrary to PPG's commercial interests", and content may not be copied "on any network or any other Website for any public or commercial purpose".
An official designer download page offers AutoCAD (.ACB), Photoshop (.ACO) and Illustrator (.ASE) palettes plus an RGB-and-LRV spreadsheet (.XLS). No licence text accompanies the downloads.
A clarifying permission. The palette downloads already exist and are already meant to be used, so the request is narrow: may the values in the published designer file be republished with attribution? A narrow question has a better chance of a yes than a broad one.
